This matches the 1.2-4+rpt8 release of Raspberry Pi OS' bluez-firmware package. It addresses mainly addresses Spectra fix for CYW43455 (CVE-2020-10370). Also update the Bluetooth start scripts with CM4 support and some minor improvements.
